City advances updates to historic preservation code, landmark program amid complex questions about regulation versus incentives

The Community Development Board heard a detailed presentation on Phase 2 of the Local Landmark Project, which includes developing a new local landmark program to recognize historically significant sites outside the current Neighborhood Conservation Overlay District, and revising demolition regulations within the NCOD.
